Money and perks that come toward NOOS

This desk is inbound. We hunt grant calls we can apply to, and company programs that give software, cloud, and search ads to public-benefit institutes. We are not a fund. We do not sit in judgment over other people’s applications.

Preferred vehicle: an autonomous public-benefit research institute (АНО / charity equivalent), with a thin commercial company only for hiring diagnostics.

The form that unlocks the perks

Companies do not give Workspace and Ad Grants to a kind LLC. They give them to a registered public-benefit body with an asset lock, a board, and a report a stranger can read.

Public purpose, not a private harvest

The charter names a public good — research, care, education — not “make the founders rich”. Paid work is allowed if it serves that purpose. Residual profit is not a dividend.

Asset lock

On dissolution, leftover money and IP go to a similar public-benefit body. Founders do not take the sofa home. Companies need this clause before they hand over free software or cloud.

No private inurement

Fair salaries are fine. A founder cannot treat the institute as a pocket. Related-party deals need a board minute, not a handshake.

A board, not an owner

There is no shareholder. There is a governing body that can fire the director, publish a conflict policy, and sign the annual report. One-person shops rarely unlock corporate perks.

Reporting that a stranger can read

Registry filings, a public mission, and accounts that match the story. TechSoup, Google, and Microsoft validate this. A pretty website is not a filing.

Politics as education, not as a campaign

Most perk programs reject parties, PACs, and “we will elect X”. Research and public education usually pass. If a grant requires street campaigning, we walk away — that is in the charter.

Autonomous nonprofit (АНО) — preferred in Russia

Built for science, education, and services. Founders do not own the assets. It can sell hiring diagnostics as a charter activity, receive grants, and sit in the “socially oriented NKO” lists that unlock state support. It does not exist to redistribute other people’s money — that is a fund’s job, and we are not a fund.

Needed for company perks

Public charity / 501(c)(3) equivalent — the global key

Google, Microsoft, GitHub, Salesforce and TechSoup do not care that you are “kind”. They care that a registry treats you as a public-benefit charity. Non-US institutes usually pass through TechSoup or NGOsource equivalency. Without that stamp, Ad Grants and free Workspace stay closed.

For hiring diagnostics only

A thin commercial company beside the institute

Workplace tests look like a product. If they sit inside the nonprofit, some validators decide you are a business in costume. A small LLC/OOO invoices employers; the institute keeps grants, gifts, and in-kind. The company does not buy the research agenda.

A grant-making foundation

A fund collects and redistributes. That is a different licence, a different report, and a different temptation. NOOS applies. NOOS does not sit on a pile of other people’s calls.

This is a map, not a lawyer. Filings and gift rules follow the country of registration. The point is: we can take donations, we file, nobody outside the board drives the conclusions, and the work can be worldwide while the stamp stays national.

  1. 01

    What must be published — and what can stay a government form

    “Filing” is not surrender. It is the same kind of act as a company sending a tax return. In Russia an АНО sends activity and money reports to the Ministry of Justice, plus ordinary accounts to the tax office. Those forms sit on a public registry — not because we are marketing, because the law put them there. A US-style charity also has a Form 990 that anyone can open. On our own site we publish a short year note: money in by source, money out by program, what we refused, and the independence clause. That note is not a magazine. Four to eight honest pages beat a fifty-page brochure. Grant reports go to the funder under the contract; they are not a second public newspaper unless the contract says so.

    How it should look. Look: a table, not a hero video. Who paid. What it bought. What we will not claim. A name of the person who signs. Plus the government forms, filed on time.

    Yes — we can take donations

    A public-benefit institute is built to receive gifts: one-off, membership, Boosty, a bank transfer, a foundation grant. Earmarked gifts must be spent on the purpose the donor named. Unrestricted gifts keep the lights on. We publish the split. Large gifts get a simple agreement, not a handshake in a chat. Tax deduction for the donor depends on the country and on whether we (or a sister charity) are on that country’s list — it is not automatic. Foreign money into a Russian NKO is legal in many cases and also a separate reporting track, with political-risk rules that a lawyer has to read against the actual charter. We do not pretend that Boosty plus a foreign wire is the same as a domestic donation.

    How it should look. Look: a public offer, a purpose field, a receipt, an allocation line on the site. Not a private envelope.

    External control exists. It does not run the institute.

    The board hires and fires the director. The Ministry of Justice and the tax office can read the filings. A grantor can ask for a spend report on their money. A large enough shop may need an auditor because a grant or a bank asked — not because a stranger gets a vote. That is supervision, not a steering wheel. Nobody outside the board gets to pick the research conclusion. If a contract tries to, we do not sign it.

    How it should look. Look: a board minute, a filing receipt, a grant report with line items. Not a curator in the newsroom.

    We decide how the institute speaks

    Communications, the stream, the press sentence, the Telegram voice — that is an operational decision of the director under the board. A grant may ask for a logo and a thank-you. It may not rewrite the finding. Two hard fences: nonprofit Ad Grants and free seats cannot sell the hiring-diagnostics company; and we do not advertise treatment we do not provide. Mark ads as ads where the law asks. The rest is ordinary public speech about research and programs.

    How it should look. Look: a comms note in the board pack. A firewall between institute speech and the commercial invoice.

    International in work. National in the registry.

    A legal person always lives in one country. The work does not. The charter can name the territory as the home country and abroad. English as the default language, a .org, Telegram, research in many cities — that is already a worldwide practice, not a UN badge. To take US-deductible gifts or some company perks, a sister charity or a fiscal sponsor in that country is the usual path — two letterheads, one mission. Cross-border grants often want a local partner, not a mystical “international org”. We do not wait for ECOSOC status to talk to a person in another language.

    How it should look. Look: one АНО (or local equivalent) where we bank, plus a sister or sponsor where the perk or the donor lives. Programs travel. The stamp stays put.

  6. 06

    The public house is .org. .com is a spare key.

    A research institute that wants to be cited, funded, and believed lives on .org. Journalists, librarians, and grant officers read .com as a shop. We are not a shop. Buy noos.com if you can, and point it here — squatters love unused names. A Russian .ru can carry the statutory АНО pages if the registry or a bank wants a national stamp. It is not a second mission. The thin hiring company invoices under its own legal name; it does not get a second ‘institute’ on .com. Two TLDs with two stories is how you look like a content farm.

    How it should look. Look: noosinstitute.org is canonical. nousinstitute.org 301s. A .ru, if needed, is a filing door, not a rival newsroom.

External stamps a stranger can click

Trust on this site is not a row of shopping seals. It is a link to a registry, a DOI, authenticated mail, a charity token. Most of these are forms, not glory. We do not buy ‘verified safe’ stickers.
